Chamber of Advocates elects new Council (20262029)

The Chamber of Advocates has constituted its new Council following the recent elections. Members have been assigned their roles and portfolios for the 2026–2029 term.

The Council is composed as follows:

  • President – Dr Louis DeGabriele
  • Vice President (Advancement of the Profession) – Dr Paul Micallef Grimaud
  • Vice President (Policy & Justice) – Dr Anna Mifsud Bonnici
  • Secretary General – Dr Stefan Camilleri
  • Financial Officer – Dr Cedric Mifsud
  • External Relations Officer – Dr Davinia Cutajar
  • Education Officers – Dr Christine Calleja and Dr Andrew Sciberras Camilleri
  • Director of Communications & Public Affairs – Dr Thomas Bugeja
  • Director of Member Engagement and Social Affairs – Dr Christine Calleja and Dr Anna Mifsud Bonnici
  • Members – Dr. Peter Fenech

At the Council’s inaugural meeting, President Dr Louis DeGabriele set out the priorities of the Chamber for the three-year term. The Chamber remains committed to strengthening the legal profession and safeguarding advocates as a pillar of the administration of justice.

A principal priority is the long-overdue enactment of a comprehensive law to regulate the profession, which will provide a modern regulatory framework for legal practice in Malta. The Council will also advocate for a statutory framework governing professional indemnity insurance and the limitation of professional liability, bringing Malta into line with recognised international standards.

The Council will place significant emphasis on continuous professional development and on the training, education and pupillage of aspiring advocates. It intends to expand the Chamber’s educational initiatives and to review current warrant and practical training structures to reflect the realities of modern legal practice.

The Council also recognises the transformative impact of technology on the profession and the courts. The Chamber will promote the responsible, ethical use of digital tools — including artificial intelligence — while ensuring appropriate professional standards and safeguards are in place.

Dr DeGabriele expressed gratitude for the confidence placed in the new Council and reaffirmed its commitment to representing advocates, advancing legal reform, and engaging constructively with the judiciary, Government, educational institutions and other stakeholders.
